one possibility is under stress conditions, the protein stability is much stronger than the normal conditions, means the half life is longer which might be due to post translationally modification

I know there are some genes which are not affected at mRNA level but the protein level is severely reduced, one reason is the specific mRNA can not be efficiently attached to the ribosome,
Just as you say, another reason is the effection of miRNA at translational level. In this mode of action, miRNA usually targets the 3'-UTR of mRNA and inhibite the protein production.
in my study it is not the case you talked
there are some proteins which are involved in mRNA binding and target mRNA to ribosome, when these proteins are deleted, some specific mRNAs are still expressed but less mRNAs appear in the ribosome, therefore the protein synthesis is reduced
