If the first half of the first sentence really means "a military invasion", then how could the following sentence to be anything like "reach back to ... isolation"?

If it is really talking about an invasion, then the response should be "fighting back", but not "reach out to Western technology".

I think the translation is quite good. You can use it. As for "inroad", it means "ru qin". It is appropriate here. In addition, the history is about "Yang wu yun dong". Have you ever heard "Shi yi chang ji yi zi qiang"?

The logic here is not right. How could the response of a country to a "inroad" of outsiders be "reach back to ... isolation". That could only mean give up of any defense, the result would be a conquered nation.
