自20世纪90年代以来，随着国家加强对基础设施建设的投入，我国交通建设事业取得了迅猛发展，我国公路隧道技术也取得了长足的进步。目前我国已经成为世界上隧道工程数量最多、最复杂、发展最快的国家之一。然而在天山地区，海拔高、温度低、岩体破碎、构造复杂、不良地质发育，在这种特殊的自然地理环境下修建高速公路隧道，在我国是第一次，没有可资借鉴的工程实例。在已建成的寒区隧道的运营状态来看很多都发生衬砌开裂、路面冒水、结冰等病害，大大弱化了隧道的使用功能，严重威胁着行车安全。高速公路隧道建设中取得的设计、施工技术经验，需要结合天山地区的情况，因地制宜，进行再研究，提出一套适用于新疆天山地区高速公路隧道修建的核心技术，本文依托于新疆G045线的赛里木湖隧道，以解决该隧道防冻问题为出发点，进行了研究。
