In light of the above concerns, it appears necessary to wait for the Authors' revision before making a judgement.

Editor:
While the reviewers and the AE appear to think that the paper has merit, considerable revision is needed. Please address each of the reviewers' concerns and pay particular attention to the hurdles that the paper must overcome to be publishable as identified by the AE.
Associate Editor:
Three reviews have now been received, from Referees familiar with **and **. The approach proposed by the Authors has the potential to be of interest to JHE readers. However, the model derivation and experimental verification has not yet reached the necessary level of rigor. All three Referees therefore recommend that the Authors submit a revision for further evaluation.
“Personally,。。。。。”

"In light of the above concerns, it appears necessary to wait for the Authors' revision before making a judgement. In my view, hurdles which the revision will need to clear include:"
