The paper submitted presents new work in the area of micro-coating. The description of the experimental parameter is too brief to determine if the author is improving on previous processes. This article is lacking in content and is missing key links from hypothesis to conclusion. The analytical portion is nice, but is not tangibly linked to the results in a way that provides useful information. The author has access to the required equipment, as evidenced by an image with the baseline technology.

I have gone through the paper and find it interesting and useful for micro-coating, say, for the cutting tools which can be used for finishing other than insulating the outer surface.
