资源是指地壳之内或之上自然形成的固态、液态或气态的矿物的富集，根据其富集形式和数量有理由预期目前或将来开采是经济的。

那样的结构是对的，只是不能叫作严格意义上的句子，这是英语词汇解释的惯用行文格式，完整地表达应该是 Resource is(means)  a concentration of naturally occurring solid,liquid, or gaseous material in or on the Earth’s crust in such form and amount that economic extraction of a commodity from the concentration is currently or potentially feasible.
