是修饰payment的。 同义句可能更好理解些： (any) payment made by the employer herein shall not be deemed to constitute acceptance by the employer of the facilities or any part thereof. 简化一下，no payment shall be deemed to constitute acceptance，“没有payment能够被认为是构成了acceptance的”，也就是“所有payment都不能被认为是构成了acceptance的”。 |
