Dear Dr. XXXX

Your manuscript submitted to the IEEE Transactions on Automation Science and Engineering, has been reviewed by the Associate Editor and selected Reviewers. Copies of the reviewers' comments are enclosed.

On the basis of the reviewers' ratings and comments, we regret to inform you that your paper in the present form cannot be published in the Transactions. However, you are encouraged to rewrite and resubmit a revised version of your work addressing the reviewers concerns. At the time of resubmission, please include a separate Responses file discussing how the reviewers' comments were addressed.

The revised paper is due no later than 25-Aug-2016 . If you cannot meet this deadline, you must contact the Editorial Assistant to request an extension.

The revised paper will be handled as a new submission that will be reviewed accordingly. Please note that upon resubmission your paper will receive a new ID number and will be identified by the new ID number rather than the old number.

If you decide to rewrite and resubmit your paper, please take care to address the following:

* To put your contributions into the context of the most recent research, please update your Related Work section to include relevant references that have appeared in the past two years in conferences and journals. When possible, please cite the archival journal version of papers, which are more comprehensive than their conference versions.

* Please consider including multi-media with your paper so that others can build on your results. This can include datasets (in .xls or .xlsx format), presentations (in .pdf or .ppt or .pptx format), and illustrative videos (see Submission of Multimedia Material for formats):
