( 一) 培训投入要明确经费投入比例 无论是社会主义新农村建设，还是美丽中国美丽 乡村建设，都离不开新农民这个主体，从目前的实际 情况看，农民要成为新农民还有很大的差距，因此，各 级财政要把农民培训经费纳入预算，并根据需要逐年 增加，这是保证新农民培训的物质基础。逐步建立农 民培训的融资渠道，把政府出资支持与向相关企业融 资支持相结合，把教育机构的师资力量的技术支持与 民间资本的融合相结合，把农民自组织的支持与农业 企业人才培养项目相结合，确立合理的投资比例，是 未来完善培训投融资机制的有效渠道 。 |

According to current practical situation, it is still a way for peasant to become the new socialist peasants, therefore financial departments at all levels should include peasant training funds into budge, and increase this budge according to annual requirements, which is the material basis for securing new peasant's training. By gradually constructing financing channels for peasant's training, combining the governmental financing support and financing support from corporations, integrating technical support from faculty of education institution with private capitals, and binding self-organized support from peasant individual and talent cultivation project of agricultural enterprises, the reasonable investment proportion in peasant training can be established, which is an effective approach for improvement of future training investment and financing mechanism |
