Overall I believe the technical contributions merit publication. However, there are multiple instances where I believe grammar corrections and sentence revisions are needed prior to publication. I have also included in the in text comments instances where additional clarification is requested for specific points. Please see these highlights and comments and take them into consideration for your next round of review.
