Overall I believe the technical contributions merit publication. However, there are multiple instances where I believe grammar corrections and sentence revisions are needed prior to publication. I have uploaded a pdf document with multiple comments and highlights of text that need improvement. I have put in proposed improvement recommendations in the comments. I have also included in the in text comments instances where additional clarification is requested for specific points. Please see these highlights and comments and take them into consideration for your next round of review.
