科学网—罗马尼亚国家科研基金评阅过程 - 王毅翔的博文 https://blog.sciencenet.cn/blog-2649160-910749.html 本人几次 参与 罗马尼亚 各种 国家 科研 基金 评阅 - 认为其过程较好，也方便实行 Romanian national research grant review 1 .英文标书。 Proposal are written in English 2. 请国际评阅人 - cost 预算部分海外评阅人不用打分，但可以提建议-。 The majority of reviewers are from oversea (to my knowledge, but this may differ from time to time). The oversea reviewers are not requested to score the budget, but can make suggestions on the budgeting. 3. 网上审阅完成。 All procedures are done online, quite interactive. 4. 初评后 各评阅人可以看到 另外 评阅人的打分 及评语。 After the 1st round of evaluation, each reviewer can look at the comment and score of each section of the proposal by other reviewers for the same proposal. If there is major difference in scores, revision is suggested, though a reviewer can have the option to stick to initial score. 5. 打分明显不同者建议重新考虑 -但评阅人可以坚持己见 - 中间有一个协调人。 5. 评阅结果 给 申请人，申请人提出辩护。 5. The comments and scores are feedback to the applicants. The applicants can put forward rebuttals / explanations. 6，根据申请人辩护， 考虑 调整打分。 6. Based onthe applicants’ rebuttal / explanation, scores are further adjusted. 7.总结评分。 7. Final score. 网上进行，也比较快捷。 因为有几次提醒评阅人修改分数；可以避免评阅草率的错误。 本人认为过程很好。 The on-line system is interactive and speedy, in the meantime the system is manned and e-mail reminders are sent out timely.
