政府向社会力量购买公共服务是中国发展的现实需要。本文通过分析项目规划程序、公平竞争、流程运作、监督评估等四个方面所存在的现实问题，指出过程管理缺失是政府购买公共服务面临的巨大挑战，之后提出公共服务项目选择、合作对象选择、政府与社会力量合作互动、多元化监督、公共服务绩效评估五大机制的构建。本文以过程管理为突破口，以期实现政府购买公共服务与管理现代化的有效结合，为推动我国公共服务体系改革提供有益启示。
It is the reality require of the development of China that government purchase of public services from social forces. In this paper, the actual problems existing in four aspects, namely project planning process, fair competition, process operation and supervision evaluation, were analyzed to point out that the lack of process management was the great challenge for government purchase of public services, then to propose the establishment of five mechanisms, which were project selection of public services, partner selection, mutual cooperation of government and socil organization,diversified supervision and performance evaluation of public service.
For realizing the effective combination of government purchase of public services and management modernization, the process management was used as the breakthrough in this paper, which has provided a beneficial revelations for promoting the system reform of public service in our country. |
