政府向社会力量购买公共服务的过程管理机制研究 摘 要：政府向社会力量购买公共服务是中国发展的现实需要。本文通过分析项目规划程序、公平竞争、流程运作、监督评估等四个方面所存在的现实问题，指出过程管理缺失是政府购买公共服务面临的巨大挑战，之后提出公共服务项目选择、合作对象选择、政府与社会力量合作互动、多元化监督、公共服务绩效评估五大机制的构建。本文以过程管理为突破口，以期实现政府购买公共服务与管理现代化的有效结合，为推动我国公共服务体系改革提供有益启示。 |

政府向 社会力量 购买 公共服务的 过程管理机制研究 Process management mechanism on government procurement of public service from social forces 摘 要：政府 向社会力量 购买 公共服务 是中国发展的 现实需要。本文 通过分析 项目 规划程序、公平竞争、流程运作、监督评估 等四个方面 所存在的 现实问题，指出 过程管理 缺失 是政府购买 公共服务 面临的 巨大挑战，之后 提出 公共服务项目选择、合作对象 选择、政府与社会力量 合作互动、多元化监督、公共服务 绩效评估 五大机制的 构建。本文 以过程管理 为突破口，以期 实现 政府购买公共服务 与管理现代化的 有效结合，为推动 我国 公共服务体系 改革 提供有益启示。 Abstract: Government procurement of public service from social force has been a practical demand of China's development. In this paper, through analyzing the existing problems in such four processes as project planning program, fair competition, process operation and supervising evaluation, it pointed out that the lack of process management was a great challenge to the government procurement of public service from social force, and thus proposed to establish five mechanisms during government procurement of public service from social force, such as item selection, partner selection, interaction between government and social forces, diversified supervisions, and performance evaluation of public services. This paper, starting from the process management mechanism, introduced an organic combination of government procurement of public service and modernized management, providing beneficial enlightenment for promoting China's public service system reform. |
