Journal of Materials Engineering and Performance，开始就under review？
前几天投稿Journal of Materials Engineering and Performance，编辑告诉版权协议需要提交（通过一个网络连接完成），按照要求进行了提交，文章状态是under review，怎么一开始就是这个呢？第一次投稿，真心不懂啊！有经验的，给讲讲吧！哈哈!
另外，关于版权协议，我通过网络连接提交后，又追问了一下编辑是否需要扫描PDF上传，编辑给的回复是
Yes. I have your form. Thanks.
At some point, your coauthors will need to log in and complete their forms as well. There is no rush. We just need the forms completed if/when the paper is accepted.
