随着社会的发展和进步，政府信息化办公成为政府改变工作方式、提高工作效率的重要内容。政府信息化办公重要的一个部分就是政府电子政务的发展、应用和提高。政府电子政务主要是实现政府部门与公众之间、政府部门之间、政府内部的管理和服务的电子化交互。电子政务系统中很大部分是电子公文的传输和管理。电子公文传输系统则是网络技术、通讯技术、数据库技术等综合的应用，使得一个公文从发文到签收均可以实现无纸化传输。 电子公文传输系统是电子公文收发业务系统，包括普通发文，联合发文，版式转化、公文盖章、公文发送、公文打印等方面的业务，从而实现了政府各个单位的无纸化公文传输，为政府部门电子政务全面实现无纸化奠定了良好的基础环境。本文设计实现的电子公文传输系统采用电子印章系统，CA认证，加密Key等多种安全手段来保证政府公文的真实有效性，拥有比传统纸制公文更加可靠的安全保障机制，同时使得政府公文的发送、签收，流转的效率也得到了极大提升。 关键词：电子公文 CA认证 电子印章 |

With the development and progress of our society, the government office automation has been an important means for altering the working mode as well as increasing the working efficiency. One of the most important parts of government office automation is the development, utilization and improvement of electronic affairs, which are, fundamentally, aimed for the electronic interactions between the government departments and the general public, among the government departments, and within the government. A major task of the electronic affairs system is the transmission and management of electronic document. The electronic document transmission system, on the other hand, is regarded as the comprehensive utilization of network technology, communication technology and database technology, thus facilitating paperless transmission of document from issuing to signing. The electronic document transmission system includes common issuing, combined issuing, format conversion, document stamping, document transmission and document printing, thus enabling paperless transmission of document among the government departments and laying a basis on which the overall paperless, electronic affairs within the government can be achieved. The electronic document transmission system, designed and realized in this paper, can effectively guarantee the validity of government document by various security means, ranging from e-seal system, CA certification to key encryption, thereby possessing a more reliable security mechanism than the traditional paper document as well as considerably increasing the issuing, signing and circulating efficiency of government document.
