审稿人说可以重投，而编辑直接拒稿，怎么办？

两个月前投了一篇论文到本学科顶级的期刊EPSL，今天收到意见，两个审稿人的大概意见如下： Reviewer 1: As such I recommend that the paper be rejected at this time, but would encourage the authors to resubmit once the above concerns are addressed. Reviewer 2: I regret to recommend that this manuscript be rejected by EPSL in its present form but I suggest that the authors be encouraged to re-submit their work. I stay available to the authors and to the editor should you have questions about that review. 而编辑意见如下： Reviewers' comments on your work have now been received. You will see that they are advising against publication of your work. I am sorry for this outcome and hope you will find the reviews useful for your future submission to another journal. For your guidance, I append the reviewers' comments below. Thank you for giving us the opportunity to consider your work. 我的理解是，编辑想直接拒稿，不欢迎重新投稿，希望投往其他杂志。但是，审稿人的意见都是给的重投，我本人也倾向于认真修改后重投，大家给个意见，是否可以重投？ |
