最近投了一篇IEEE的GRSL，反馈的结果是文本重复率为60%！！该如何办

最近投了一篇IEEE的GRSL，反馈的结果是文本重复率为60%，我有点奔溃，文字重复率是如何计算的呢？可不可以修改后继续投呢。实验都是我自己做的，昨天投，今天被拒，反馈结果如下，关于算法的文章，好多公式，你肯定要介绍别人的公式，我看大家的做法也大同小异，发表在该期刊的文章相关的介绍也比较雷同呢，公式也没有啥改动，我也就是套用别人的语法结构，适当调整，换上我自己得出来的数据。刚开始也没有特别留意文字重复这一块。请问修改后还可以重新投该期刊吗？是否需要更改投稿的文章名称？ Decision on Manuscript ID GRSL-01101-2014 - Geoscience and Remote Sensing Letters Body: 05-Oct-2014 Dear Mr. ...: I write you in regards to manuscript # GRSL-01101-2014 entitled "文章名****" which you submitted to the Geoscience and Remote Sensing Letters.
