谁遇到过论文被拒但又可以重新投稿提交的情况已有1人参与

第一次遇到论文被拒但是又被允许15日内提交，请问谁遇到过这样的情况？自己也中过10多篇SCI，而且老板（老板是native speaker）修改过，一审后按照评审意见全部修改了，2个评审人一个没问题了可以接受，另外一个说其他方面已经没问题了，但是有些地方语言不是很清晰建议修改后重新考虑。结果编辑拒了，但是又要求必须找英语润色公司，然后可以15日内重投。请问这种情况是怎么回事，是客套还是什么？是必须找他们指定的润色公司还是可以找别的公司？重投中的机会大么？ REJECTION OF RESUBMITTED PAPER I am afraid I must reject your resubmitted paper since it does not satisfy the criticisms of the reviewer(s) and requires substantial improvement in the written English.
