[交流] 论文被秒拒，这段话是个啥意思？

花了好半天，论文投稿到“ISA Transactions”，投稿成功立刻就有编号，直接with editor，十分钟后，就被拒稿，来信如下：
Dear***:

A preliminary evaluation of your manuscript was conducted. It is our decision that it is not suitable for ISA T. There has been a substantial increase in submissions, the editorial board of ISA T has decided that only the papers which pass preliminary evaluation will go through a full review process. Please note that, according to our policy on prescreening submissions, this editorial decision is final.

Thank you for giving us the opportunity to consider your work.

In the event that you wish to restructure and resubmit your article to ISA Transactions, please note that we require a minimum period of 12 months from the date of the rejection decision before considering your resubmitted paper again. Any manuscript resubmitted within this 12-month time period will be subject to immediate withdrawal.
