你好，申诉的结果出来了，副主编的回复摘要如下：
We rarely reverse our decisions, unless we make mistakes in the editorial process. In this case, we studied all the materials carefully before taking the decision. The way it stands, the manuscript needs to be rewritten with more emphasis given on new findings and their scientific discussions. My first preference is still a new submission (if you choose to do so). I will reluctantly look at another revision of the paper and give you feedback. Please send me the manuscript directly. If there are satisfactory improvements, we will discuss how we can accommodate an upload at PES website.

他先说不想再看到revision，后面又说让我直接发给他revision看看，囧
