We have considered your submission to Physical Review Letters. We ask
you to respond to the comments below before we proceed further.

We make no judgment on the correctness or technical aspects of your
work.  From our understanding of the paper's physics results, context,
and motivation, it is not clear to us why it would meet our criteria of
impact, innovation, and interest.  Our criteria require a clear justification
for consideration of the paper by PRL, rather than by a specialized
journal. Your work appears better suited for submittal to the latter.

We would be willing to consider a revised version of your paper, but
only if it makes a transparent and compelling case for publication in
PRL, as opposed to a more specialized journal. but

  file but we do need separate electronic figure files as well for
  production purposes. PostScript files should print correctly on a
  PostScript printer that has not had any fonts or scripts downloaded
