Referee #1 (Comments for the Author): This paper deals with ***. The objective is ***.****. Its presentation is good. However, disadvantages in the existing literature on **** are not presented and its new contributions are unclear. Thus I suggest that it is thoroughly revised and resubmitted for its publication reconsideration in the Journal of the Operational Research Society. (2)The significance and novelty of the work must be clearly demonstrated. (3)The paper should be concluded with more recommendations for future research.
