This paper deals with ***. The objective is ***.****. Its presentation is good. However, disadvantages in the existing literature on **** are not presented and its new contributions are unclear. Thus I suggest that it is thoroughly revised and resubmitted for its publication reconsideration in the Journal of the Operational Research Society.

General Comments:

This study investigated **** . The problem is definitely of interest for the readership of Journal of the Operational Research Society (JORS). This manuscript is rigorous and provides a useful contribution to its area of research. In additional to theoretical novelty, this paper is a good research paper and with a good structure. In view of that, I would suggest the editor to accept this submission for publication in the JORS, subject to the following revisions.

Specific Suggestions:

(1)A list of notations should be added.
(2)The significance and novelty of the work must be clearly demonstrated.
(3)The paper should be concluded with more recommendations for future research.
(4)To better demonstrate that the contributions of this paper are contemporary and relevant to the JORS, some related articles published in this journal should be cited.
