我不是你们专业的，所以不知道以下的建议对你是否有用，根据科技翻译的一些基本要求与习惯，我建议改为：The significance(或者你说的meaning,不确定你是要定义还是强调，定义的话就用你的Meaning，强调的话个人觉得用significance好一点)of control is that (或者lies in，还是根据你的上下文来决定用哪个好)to achieve the aim of control only by adjusting the vehide's speed itself.
