想邀请国外专家（不是华人）一起申报2014年的国家基金，专家同意加入，但提出几个问题，不知道怎么回答好！因此请教下各位。问题如此下：
1）I ensure that there are four months of work time in one year”? Could it mean “I confirm that I work at least four months in the year”?
这个怎么回答？
2）I am assuming that I would just be available to offer a few ideas to the project (unless my time would be paid for).
这个问题，我打算是课题申报下来，经费转一部给他，但是以个人身份参与的，好像经费转不出；不知道还有什么更还的方法。
