[½»Á÷] Do you know how many words in English language? (2)

Do you know how many words in English language?
Today when I  did speical training in Listening, Got the anwser:

The English language contains about 490,000 words, plus another 300,0000 tactical terms in most learning language.
But it is doubtful if individul uses more than 60,000. British people who have 416 years education pehaps use 5,000 words in speak,
and up to 10,000 words in reading communication. Shakespeare used vocabulary about 33,000 words.

I know it may sound a bit picky but can you elaborate what you meant by saying "plus another 300,0000 tactical terms in most learning language"? An aspect that readily occurs to my mind is of course the foreign words borrowed into English. What are the criteria to say a word is proper English or not? How long back in history should we go to trace a word's origin? I am not knowledgeable in English language or linguistics  so I am keen to be enlightened by some SMEs here (subject matter expert). Just to elaborate my thoughts, I give some examples of foreign words in English (according to entries in Oxford English Dictionary, 2002):
Spanish: amigo, siesta,
French:adjourn, adieu, beau, tavern, fondue, metro, cafe, discotheque, salad
German:kaput,
Japanese: sushi, karaoke,
Swedish: fjord, ombudsman,
Chinese: kowtow, kungfu, taichi, dim-sum, tea,
Hindi: mandarin
Persian: china
Italian: pizza, spaghetti, mafia, casino,
I know I have not touched on the two biggest ones from which English borrowed a lot: Greek and Latin, too many to mention it. In science and technology, most of the terms come either from Greek or Latin. Now what are the remaining English words?

Actually 5000 is enough for one to get 100 or more in TOEFL.

People are better off getting to know words in articles, not in vocabulary books.
