[交流] 求助这个"reject and resubmit"是什么意思已有11人参与

现在回来了，让我修改图表格式后重投(reject and resubmit)。不明白的是，是不是这篇稿子还在编辑手中？还一直没有送出去呢？但是，却有EIC，EDITOR的审稿意见？难道仅仅因为图表格式问题，就让我reject and resubmit?（PS:以前的英文稿件，如果格式不对，改好就行了）
请问，这是一种什么情况呢?

附意见：Dear Dr. XXXX:

We would like to inform you that your manuscript ID XXXX  which you submitted to the xxxX, has been reviewed.  The comments are included at the bottom of this letter.

In view of the criticisms of the reviewer(s), I must decline the manuscript for publication in the  XXXX  at this time.  However, a new manuscript may be submitted which takes into consideration these comments.

Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to re-review by the reviewer(s) before a decision is rendered.

Thank you for your submission. Although the theme of the manuscript is within the scope of XXXX, the present manuscript should be revised firstly for its format and descriptions as the editor stated. Otherwise, readers have much difficulty to understand the contents of the manuscript. After the revision, a scientific review process will be conducted.

This paper described modification processes of XXXX  and showed validation results. It is potentially suitable for publication in this journal, but the manuscript needs to be prepared well before review process.

1. Please prepare tables and figures as self-understandable. All abbreviations, name of axises in figures, name of line and column of table should be explained at footnote. Fonts in tables and figures should be larger. It is difficult to see at this moment.

2. All abbreviations should be explained in text, too. What is "XXXX", for example.

3. Please follow format of the journal. Do not insert a blank line between paragraphs. Please put line number (Numbers at left side do not correspond line numbers).
