求助这个"reject and resubmit"是什么意思 已有11人参与

这篇文章9月18日左右投稿 现在回来了，让我修改图表格式后重投(reject and resubmit)。不明白的是，是不是这篇稿子还在编辑手中？还一直没有送出去呢？但是，却有EIC，EDITOR的审稿意见？难道仅仅因为图表格式问题，就让我reject and resubmit?（PS:以前的英文稿件，如果格式不对，改好就行了） 请问，这是一种什么情况呢? 附意见：Dear Dr. XXXX: We would like to inform you that your manuscript ID XXXX which you submitted to the xxxX, has been reviewed. The comments are included at the bottom of this letter. In view of the criticisms of the reviewer(s), I must decline the manuscript for publication in the XXXX at this time. However, a new manuscript may be submitted which takes into consideration these comments. Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to re-review by the reviewer(s) before a decision is rendered. You will be unable to make your revisions on the originally submitted version of your manuscript. Instead, revise your manuscript using a word processing program and save it on your computer.
