小弟投了一个杂志（罗马尼亚的杂志），对方已经拒绝了，但是后面的一句话搞不懂是什么意思？邮件如下

I regret to inform you that your paper:
作者1, 作者2, （论文题目） was "Rejected, but recommending review and resubmit" for publication in the Proceedings of the Romanian Academy-series A.
Please, give the motivations in the referee from attach.
