My decision is therefore to decline your paper on this occasion with encouragement to resubmit once the paper has been significantly improved in the light of the referees' comments given below.

这是客套的婉拒呢还是真的有希望，可以重投。
两个审稿人给的意见不是很正面，而且都没有提出实质性的问题。有一个都感觉他看不懂我论文的样子。
请大家支招……
