Honours class 1 from an Australian institution是什么意思？

澳洲很多学校的第一条要求都是：Scholarships are only available to applicants who hold a 4 year bachelor’s degree with Honours class 1 from an Australian institution。这难道是说要是澳洲本土毕业的学生才能申请？ |

找到依据了：Please note that not all international undergraduate degrees are considered equivalent to an Australian four-year honours undergraduate degree. The RHD Committee uses Australian Government Country Education Profiles to determine equivalency.
