[求助] 三年前投的没有送审的论文，再投其它期刊需要写撤稿信吗？

2010年8月在elsevier的一个期刊上投了一篇论文，2011年5月（快10个月了）才说没有找到审稿人，编辑还说内容和格式需要修改。

当时编辑的来信如下

We have had two crashes and sickness, and I have not been able to find the reviews for the paper. They are not in the backup where they are supposed to be. I believe they are lost.

As I look through the paper, I see 18 Figures. Do you really need 18 Figures to illustrate your significant contribution to the archival literature?

The Publisher now has a requirement for Highlights. These are 3 to 5 brief bullet points stating what is new, different or improved that will contribute SIGNIFICANTLY to the archival literature.

If you would like to re-submit the paper, please update your references so they reflect the latest reported research in the field.

是不是当时编辑已经婉拒了？

   当时由于忙着毕业，还有就是这个期刊的审稿实在太慢了，就没有管它，没有修改。
   前几天把这篇论文投到了其它期刊。投稿的时候以为这篇论文已经被elsevier的期刊拒了，昨天又登陆这个期刊，发现这篇论文的状态还是“Revise”。
   请问这种情况算一稿多投吗，要不要给elsevier的期刊写一封撤稿信？是不是在投稿系统里点“Decline to Revise”就相当于撤稿了？

我准备给编辑写一封撤稿信了，在论坛里找了一个模板，请问这样写可以吗？

Dear editor:
   Please excuse me for taking some of your time.

   We submitted a manuscript entitled “***” (Ref. ***) to your journal *** three years ago.
   However, we have not yet revised our manuscript till now because of some reasons.
In this period, some new great results were discovered, so after carefully thinking, we are going to rearrange this manuscript and try to give more precise model. Thus we decided to withdraw this manuscript with great pity. Of course, after re-preparation, in your journal you will find this lovely manuscript, and we hope it comes soon. We sincerely say sorry for all the staffs involved this manuscript, including editor, etc. because of our action.
