paper claims, and possibly achieves, such goals and thus deserves publication eventually.
However, both reviewers indicate several reasons why the paper cannot be accepted as is and why
major revisions are necessary. Due to a policy of this journal of allowing only one major revision,
I have no choice but to recommend rejection of this paper.
发愁啊，这篇文章命运多舛，都找不到下家了。。。
