THERE APPEARS TO BE NO IMPROVEMENT IN THE REFERENCING IN THIS PAPER>  It is very simple to download publcif and use it to check that all of this is correct.  Please do this.

May I remind you that ACTA rules demand automatic rejection if there are still problems after the third revision.  PLEASE fix the references THE publcif log lists some of the errors below.
