Since reform and opening, with the rapid economic and social development, China's NGO (NGO) have made significant achievement in many fields, but it also faces a lot of problems. By combing the theory of NGO, as well as a summary of the historical development of the NGO in China, based on the normative theory and empirical analysis, summed up the six issues facing the development of China's NGO, including four intrinsic NGO problems: the lack of power, ability to influence government, coordination and cooperation between NGO and lack of credibility. There are also two national social problems: the lack of institutionalized to ensure participation by the public affairs and hysteresis of legal concept.
