I regret to inform you that after careful consideration the editor has decided that your above referenced paper, entitled " ....", which you submitted to Spectroscopy Letters is not yet appropriate for publication in this journal. You did not provide the email addresses and names of suggested reviewers, of which you should suggest about six of them, from both within and without your home country. Also, your manuscript does not conform to the guidelines for authors. Thank you for considering Spectroscopy Letters for the publication of your research.
