[求助] SAGE旗下期刊Journal of Engineering Tribology需要出版许可，怎么弄？

前段时间投了SAGE旗下期刊Proceedings of the Institution of Mechanical Engineers, Part J Journal of Engineering Tribology，编辑发信让修改时，说需要一个出版许可。这个没明白什么意思。不清楚什么情况下需要出版许可？是说文中图和表引用别人的就得需要许可，还是什么意思？
如果需要许可怎样申请？不需要许可怎样回复编辑？
希望虫友帮忙简答，越详细越好！谢谢。
下面是编辑信件内容，好像挺强调这个的。
Before submitting your revised manuscript, we would also be grateful if you could please ensure that you have obtained all necessary permissions for any material in your paper that has been previously published. We would also appreciate it if you could please e-mail copies of such permissions to the journal office at jengtrib@sagepub.co.uk when submitting the revised manuscript.
