试论中国特色协商民主制度的设计原则 摘 要：改革开放以来，中国的协商民主实践迅速发展起来，国家与社会的协商对话越来越丰富，基层治理领域的协商民主日益多样化，公民参与热情也日渐高涨，这都对中国特色协商民主的制度化建设提出了更为迫切的要求。本文在分析协商民主诸要素的基础上，提出中国特色协商民主的制度设计应当遵循的五项基本原则：协商主体的平等性与多元性、协商客体的理性与包容性原则、协商方式的多样性与程序性原则、协商过程的公开性与协商性原则、协商结果的合法性与责任性原则。 |
