The Minamata Convention—named for a Japanese city where mercury poisoning injured or killed thousands of people— mandates the phase-out of mercury in some batteries, fluorescent lamps, cosmetics, and medical devices by 2020. 持续整晚的会议过后,来自140个国家的代表在1月19号就限制汞污染达成了一致,历史4年的谈判终于达到了终点。《水俣共约》—以发生致使数千人伤亡汞中毒事故的日本水俣市命名—要求在2020年之前逐步停止使用含汞电池,日光灯,化妆品和医疗器械。 It sets limits on mercury emissions from coal-fired power plants, waste incineration, and cement factories. Countries with small-scale gold mining must devise strategies to reduce or eliminate mercury use. The treaty allows the use of mercury as a vaccine preservative. 《水俣共约》还规定了火力发电厂,垃圾焚烧厂和水泥厂的汞排放上限。某些运行小规模金矿的国家还必须制定出相应的规划来减少或者取缔汞的使用。该公约允许把汞用作疫苗防腐剂。 The Zero Mercury Working Group called the treaty a step forward but said controls on the two largest sources of pollution—coal-fired power plants and small-scale gold mining—were disappointingly weak.
