IJGIS退稿还是修改后重投！

之前投了一篇文章到International Journal of Geographical Information Science，现在收到编辑部的意见，应该是退稿了，但又叫我可以重投，请问对此意见如何处理？ Dear ***: Manuscript ID *** entitled "***************" which you submitted to the International Journal of Geographical Information Science, has been reviewed. In view of the criticisms of the reviewers, I have decided to reject the manuscript for publication in the International Journal of Geographical Information Science in its present form. However, I would welcome a new submission with substantial reworking of this material taking into consideration the reviewers' comments (this does not mean that a major revision of this paper will suffice). Please try to avoid making the paper longer (keep in mind that the average length of papers in this journal is 18-20 published pages).
