I am from the south.South is alway very cold in winter.Sometimes  we must wear gloves in the room to make our fingers work. In winter I don't want to leave my bed and we must use so many quilts to keep warm.And not every family have air-conditions.

That's because clothes can stop the cold wind， but cann't stop the cold steam from attacking your physical body.

there is a saying goes that: The Souther could better stand cold, but the Norther have better equipment for fighting against cold, if there is no dramatic change in weather in South, there is no need to suppy heat.

for those dont agree, send them to the south for a winter, give them as much clothes as they want, see how they react.

for those who concern about money, that is a central government investment, just like invest in lots of highway and bridges, those are called infrastructure investment. it will creat job oppertunities and GDP growth for sure. we have so many solar cell panels, it is a matter of central government policy to subsidize those solar panels and to boost another technology called solar thermal. then there will not need much of electricity or other format of energy, except the sun.

what is the purpose of development? for better life quality of the people, right? then make them feel more confortable is the #1 priority. For your information, single room air condition is very very inefficient in terms heating.

that is a stone hit many birds situation.
