[交流] Industrial & Engineering Chemistry Research这种情况要修改重投吗？ 已有1人参与

投Industrial & Engineering Chemistry Research，过了八个月，审稿意见终于回来了，一个审稿人说写的不错，给小修，另外一个审稿人就只是说创新性太小，最后编辑给的是拒绝，拒信就是标准的IECR拒信，如下， It has been examined by expert reviewers whose reviews are attached. The reviewers have expressed serious reservations about this work that I don’t believe could be addressed through a standard major revision. In light of the comments received, I am unable to accept the manuscript for publication in Industrial & Engineering Chemistry Research.
However, if further experimentation, analysis, and revisions allow you to address the referees concerns in full we would be happy to consider a revised manuscript that includes such data and analysis (assuming no related data is published in the interim). This revision should address the reviewers’ comments and include a point-by-point response to the concerns.
但网上有人说这也算是一种大修，而且我的状态也是处于"Revisions and Resubmissions Requested by Editorial Office”的状态，那到底要不要修改后重投呢？而且第二个审稿人的意见怎么回复啊？请高人指点。
