The main argument is that we don't normally consider candidates who already have a PhD, but maybe I can argue for an exception.
The family is a possible issue because the PhD fellowship does not give you enough salary to support a family here (at least immigration may say that), and I really think you should be able to stay here together if you come for 3 years.
If you can make a really convincing case, I suggest you put in your application — we will not decide before beginnning of new year, so you can take your time and think about it.
