After months of heated public debate and more than $50 million in campaign spending, Californians on 6 November voted against Proposition 37, which called for the mandatory labeling of genetically modified (GM) food sold in the state.

加利福尼亚州37号议案强制要求州内所销售的转基因食物要有明显标识,为该议案的宣传活动花费超过了5千万美元,公开讨论也沸沸扬扬持续了好几个月。11月6日,加利福尼亚终于通过投票反对了该议案。


Although early polls showed considerable public support for GM food labeling, 53% of voters ended up rejecting the measure. Golden State voters also backed Governor Jerry Brown’s plan to save schools from drastic budget cuts.

尽管事先民调显示有相当数量的民众支持标识转基因食物,但最终还是有53%的人投了反对票。与此同时,金州(加州的别称)的投票人还支持了州长Jerry Brown让学校免于大幅度消减预算的计划。


Proposition 30, supported by 54% of voters, will raise the state income tax for wealthy residents for 7 years and increase California’s sales tax by 0.25%. The measure is expected to provide an estimated $6 billion annually for K–12 education and community colleges, and prevent additional cuts and tuition hikes at state universities.

得到54%选票的30号议案将会在未来7年内增加州内富人的税收,同时整个加州的税收会上升0.25%。预计这个方案会给K12教育和社区大学提供大约每年60亿美元的资助,而且会避免出现州立大学额外消减(财政)和增加学费的情况。

确实很有意思,我的第一感觉也是为什么不要标记,但查了查后发现似乎美国人有自己的理由。列举几条辩论双方的主要观点:

支持标记方:
"You should have the right to know what's in your food."
"You'll have the information you need about foods that some physicians and scientists say are linked to allergies and other significant health risks."
"Over 40 countries around the world require labels for genetically modified foods“

反对标记方:
"It's a deceptive, deeply flawed food labeling scheme that would add more government bureaucracy and taxpayer costs, create new frivolous lawsuits, and increase food costs by billions--without providing any health or safety benefits."
"It's full of special interest exemptions."
"It authorizes shakedown lawsuits."
大概翻译:
就是说该项该项议案会增加政府的行政干预和纳税人的钱(政府就是靠纳税人养的),毫无意义的诉讼,增加食物成本;
仅仅针对不感兴趣的食物(因为有大量的日常食物是被豁免的,可以不贴标记,也就是说这项议案只针对剩下的为数不多的食品);
造成诉讼不良影响(这样律师就可以不用提供任何证据随意去告农民和百货店主,因为到现在GM食物是不是有害还不清楚)

我觉得可以这样翻译哈:
在经历了数月的民众热议和花费了5000多万的宣传费之后,11月6日,加利福尼亚重新投票反对了37号议案,该议案强制要求州内所销售的转基因食物要有明显标识。
