European Researchers Protest Looming Cuts

A petition asking European heads of state to spare research funding when they wield their budget axes was closing in on 100,000 signatures as Science went to press this week. The petition was sparked by an open letter, published in leading European newspapers, from 42 Nobel laureates and five Field medalists arguing that in the face of tightening budgets across Europe, research funding should not be cut.

European heads of state will meet on 22 and 23 November to decide on the E.U. budget from 2014 until 2020, and the continent??s economic crisis has triggered calls to freeze the overall budget at current levels. That would seriously jeopardize plans to spend ?80 billion on Horizon 2020, an E.U. research program that will be part of the new budget. Cuts to Horizon 2020 would ??risk losing a generation of talented scientists just when Europe needs them most,?? the letter states.

The petition, coordinated by the Initiative for Science in Europe and the Young Academy of Europe, collected 40,000 signatures on its first day on 23 October; by 29 October, it had close to 90,000 signatures from more than 50 countries around the world.

科学家们签署了一份请愿书,要求欧洲各国首脑在消减开支的时候不要把科研经费减掉。本星期Science杂志出版发行时候,请愿已经结束,有10万名科研工作者签了名。这次请愿的导火索是一份发表在欧洲重要报纸上的公开信。信中有43位诺贝尔奖和5位菲尔兹奖获得者坚决主张不要消减科研经费,即使整个欧洲面临越来越严重的预算紧缩。

欧洲各国首脑将于11月22,23号商讨欧盟2014年到2020年的预算,而且欧洲大陆的经济危机已经促使人们要求把所有预算全部冻结在现行的水平上。这样的话,因为欧盟科研项目“新地平线2020”是作为新预算的一部分,所以80亿欧元的基金资助会受到严重的影响。公开信中称,“砍掉“新地平线2020”项目很可能会失去正整整一代杰出的科学家,而此时也正是欧洲最需要他们的时候。”
