Dear Sir or Madam,
Concerning the 2012 Call for Individual Doctoral and Post-doctoral Grants,
we inform you that all applications have been evaluated by panels of experts
from the different scientific areas. The panels scored each application
based on the merit of the applicant as well as the work programme presented
and the hosting conditions.

At this point, the evaluation process is completed and the following
elements were considered:

- the result of the evaluation of the application by the panel of experts;

- the application of a threshold line for each scientific area.

Based on these elements, we regret to inform that your application did not
reach high enough priority to be recommended for funding.

Following this evaluation result and according to the Portuguese law, you
have the right to contest this decision and submit any comments that you
find suitable, within the next ten working days. These comments must be
submitted on line at the same web address where your evaluation report is
available http://www.fct.mctes.pt/fctsig using the passwords assigned to you
by FCT. Should you choose to submit any comments, FCT will inform you when a
final decision has been made on your application.

According to article 100 and following of the Código do Procedimento Administrativo you may submit observations that you consider pertinent no later than 10 work days after the initial publication in the context of audiencia prévia (preliminary hearing) and before results are considered final.

Those observations, that may only concern procedural matters and eventual errors of an administrative nature, must be submitted online, using the same credentials used in the application process.

Irrespective of your decision on submitting or not preliminary hearing observations a final decision about your application will be made which will be transmitted to you using email as soon as FCT considers all observations submitted.

If the final decision confirms the refuse to award the grant, you may still file an appeal up to 15 working days after communication of the final decision. Only in the context of the appeal are arguments related to the scientific evaluation admissible. These are evaluated by a new evaluation panel nominated specifically for this effect. Consequently, arguments of a scientific or technical nature presented in the preliminary hearing will be ignored.
