2. The OAC program has been implemented throughout the plant, using a comprehensive sequence of implementation phases. The phases may not be exactly the same for all plants, but must provide for an incremental program directed at elimination of failures through care of assets by operators. This includes avoidance of failures induced by not using best operating practices, through a program of skill enhancement. 3. The OAC program contains comprehensive training plans that identify the technical skills and expertise required by operators and delivers & monitors the appropriate training.
