审稿人的意见比较水，可以向主编申诉否？

投了一篇ACS的杂志，分配了两个审稿人，一人说修改后接受，另外一人说拒绝，但是后者的拒绝理由列出了4条，都是文中的一些问题，但是有些根本不是问题，属于常识性或者查阅文献就可以解决的问题，但是主编依据第二位审稿人的意见给了Reject~ 这种情况下，可以向主编写信再换个审稿人审一次吗？ 编辑来信内容（部分）： One of these referees is a member of our Editorial Advisory Board. Unfortunately, you will see that one of the reviewers has suggested that this paper be rejected, due to a perceived need for more experimental results to be obtained. The other reviewer also has a number of concerns. In view of these comments, I have decided to accept the recommendation of the more negative referee.
