把Surface and interface analysis上的论文挂到网上是否要交钱？

投稿Surface and interface analysis成功一篇，现在还是early view。我想请教大家，这个杂志把文章挂到网上的话是否需要作者交钱？ 这个杂志有以下说明： OnlineOpen is available to authors of primary research articles who wish to make their article available to non-subscribers on publication, or whose funding agency requires grantees to archive the final version of their article. With OnlineOpen the author, the author's funding agency, or the author's institution pays a fee to ensure that the article is made available to non-subscribers upon publication via Wiley Online Library, as well as deposited in PubMed Central. |

补充一点，还有这段话： OnlineOpen is available to authors of primary research articles who wish to make their article available to non-subscribers on publication, or whose funding agency requires grantees to archive the final version of their article in PubMed Central. With OnlineOpen the author, or a funding agency or institution, pays a fee to ensure that the article is made open access. The OnlineOpen fee is fixed at US$3000 for most journals. |
